Dan Lipschultz, Former MN PUC Commissioner, Attorney and Energy Consultant
Dan Lipschultz is an attorney with nearly 30 years of experience in utility regulation and energy policy. He currently provides energy industry consulting services through Lipschultz Energy & Communications Consulting, which he founded in February of 2020.
Previously, he served as a member and Vice Chair of the Minnesota Public Utilities Commission (“MPUC”) for six years until January of 2020. During his six-year term, the Commission adopted updated environmental externality values for electricity planning, including social cost of carbon values for CO2 emissions. Dan also served on the National Task Force on Comprehensive Electricity Planning and as Lead Commissioner in the MPUC’s electric vehicle and alternative ratemaking proceedings.
Prior to his appointment to the MPUC, he was shareholder for 12 years with the Minneapolis Law Firm, Moss & Barnett, P.A., where he practiced before the MPUC and utility regulatory commissions in other states. Before joining Moss & Barnett, he served as an Assistant Attorney General in the Minnesota Attorney General’s ratepayer advocacy division and as a lawyer for the MPUC.
Mr. Lipschultz has extensive experience with utility integrated resource planning (“IRP”), including his work on the National Electricity Planning Task Force and his involvement as a MPUC attorney developing the MPUC’s IRP rules.
Dan received a B.A. from Iowa State University, and a J.D. from the University of Iowa College of Law.
